Representative-elect Frank S. Niceley
Tennessee House of Representatives
District 17

Frank Niceley, 57, is the Republican Representative-elect for state House District 17. The district includes Deane Hills, Rocky Hill, Sequoyah Hills and South Knox County in Knox County and most of Jefferson County. He grew up in Knox County and he and his wife Cindie have lived in Jefferson County since graduating from college. He is a farmer and a businessman, a graduate of Jefferson County High School and the University of Tennessee. He served in the legislature from 1988-1992. He serves on the board of the East Tennessee Historical Society.

Frank_Cindie_Niceley He has been endorsed in this election by the National Rifle Association, Tennessee Right to Life, the Tennessee Conservative Union (the anti-income tax group), and the State Employees Association. He has been endorsed by Knoxville fire fighters and the Fraternal Order of Police. He has also been endorsed by Knox County Sheriff Tim Hutchison. Frank has earned a "Very Favorable" rating from Citizens for Home Rule.

He looks forward to working with his Republican colleagues on the ticket: Congressman John Duncan Jr. and state Sen. nominee Jamie Hagood in Knox County and Congressman Zach Wamp and Sen. Mike Williams in Jefferson County.

Frank will oppose any effort to enact a state income tax. He is committed to increasing funding for education and equalizing education funding and salaries for rural counties without taking needed funding from metropolitan systems like Knox County. He supports Gov. Phil Bredesen's TennCare reforms and will work with the governor to achieve success. He supports restoring Right to Life safeguards in the state constitution.

He is a strong environmentalist and was one of the leaders in defeating a mass burn incinerator proposed for Knox County in the late 1980s. He supports tax incentives to encourage the use of ethanol in gasoline to reduce pollution in counties like Knox and Jefferson, counties faced with increasing pressure from the state and federal government over air pollution.
